Scottish Government Policy

Scottish Government is committed to producing 80% of energy from renewable sources, by 2020. The key issue is, what role is biomass seen to play in this overall strategy?

At the 5th May 2011 election, the SNP won a majority of seats in the Scottish Parliament & Alex Salmond was re-elected as First Minister. The new Minister for Energy, Enterprise and Tourism is Fergus EwingThe new Minister for Environment and Climate Change is Stewart Stevenson
Post-election, locally - some continuity and some changes affecting Leith:Malcom Chisholm (Labour) stays as MSP for Edinburgh North and Leith. Kenny MacAskill (SNP) stays for Edinburgh East.Marco Biagi (SNP) replaces Sarah Boyack (Lab) in Edinburgh Central.
All three are on record as being against the Leith Biomass plantThe new 'Regional List' MSPs are:
  Sarah Boyack (Lab); Gavin Brown (Con); Kezia Dugdale (Lab); Neil
  Findlay (Lab); Alison Johnstone (Green); Margo MacDonald (Ind);
  David McLetchie (Con)
  We need to work on these guys - and all the other MSPs and Ministers!

Survey of Scottish Parliamentary CandidatesIn the run-up to the election, we surveyed Scottish parliamentary candidates. Many were clear in their rejection of Forth Energy's biomass plant proposals.

Changes to Renewables Obligation (ie. subsidies): Scottish Government will be reviewing, in 2011, up to what size of plant - or indeed whether ANY large-scale electricity-only (as opposed to small scale heat or CHP plants) biomass plants should be eligible for subsidy. Meanwhile, in a response to a recent consultation, Scottish Government agrees to 'grandfather' (ie guarantee long term) subsidies to electricity-only biomass plants. Large Scale biomass plants for electricity generation only are not favoured: "The Scottish Government would prefer to see biomass deployed in heat-only or combined heat and power schemes, off gas-grid, at a scale appropriate to make best use of both the available heat, and of local supply." Draft Electricity Generation Policy Statement 2010: Scotland – A Low Carbon Society (Scottish Government Study November
